Probably because it used to be kfreebsd-amd64-only: http://packages.qa.debian.org/p/partman-zfs/news/20110213T212457Z.html Might be missing an updated on the d-i side; you could check the debian-boot@ archives if you want to know why/when/how it got disabled. KiBi.
