Those instructions look correct, and I've verified they work. What's the URL to the image are you using? I'm not sure if this may be the issue, but I've observed some U3 USB keys have CD-ROM emulation, and it may be that this confuses that particular step of the installer. Since I've uninstalled the U3 software from my own USB key, (and have no desire to reinstall it, considering it takes special, Windows-only software to use,) I'm without a way to test this.
