Actually it uses debian-installer/keymap.

Perhaps, but which kind of value should it contain? console-data-ish,
or xkb-ish, or something else?

Currently, the basic console-setup keymap configuration item is xkb-ish,
in keyboard-configuration/xkb-keymap
