8MB RAM is not be enough for woody, it's a 12MB minimum according to the install manual for i386. On a slow computer, it seems like it's downloading the files again. In reality it's verifying them, and another bug makes that extremely slow on a slow machine. It's being addressed. As the problem with the install is most likely due to low memory, and the second problem is understood and in work, I'm closing this bug.
