The only thing "null:" does is cause an error if the function that does download stuff is ever called. The code for skipping downloads is called no matter what your url is. Try running "sudo debootstrap --download-only woody woody-chroot" a couple of times, ^C'ing after it's finished a few downloads each time, eg.
