Hmmm, when there are several storage devices, you get, at some point, the choice of what drive the installation should be made to. So, what exactly makes you think that the installer "prefers" USB block devices? There are cases where GRUB may be installed to the wrong hard drive, sure, but I'm unsure whether this is what you're talking about.
