I think the decision should depend on the consequences instead.

The consequence of a longer wait is just that.
You have a few seconds wasted, if link detection does not work properly on 
your hardware.

The consequence of a not long enough wait, is that Debian will simply fail to 
install over the network.


I think the wait time may be longer on the newer generation of power efficient 
switches that power off ports that are not in use.
Takes 3 full seconds here in practice (HP 2410G rackmount switch).
