I poked around a little more and it looks as if things are close to
working.  The boot process looks like it has hung but if I wait long
enough it drops into a shell then I can:

cryptsetup luksOpen /dev/sdb2 mm177490-pc
vgchange -a y mm177490-pc

and then "exit" which continues the boot process until I get:

Starting early crypto disks...sdb2_crypt (starting)
Enter pass phrase to unlock the disk /dev/sdb2(sdb2_crypt): Command failed: 
cannot access device

If I enter the passphrase enough times (same error over and over) then
eventually the boot process will succeed.
