I think that it is not normal because the install freezes and I should not kill the process to continue. It is a method for experts not for normal user that install a system. Ie : to upgrade initramfstools to 0.98 in mode debootstrap, a request to confirm the modification of conf files is expect by the installer but an interactive answer is impossible, so installer waited for an infinite time.
