I doubt that this is something that can be fixed in Debian Installer. The display of the progress bar at that stage is not determined by the retriever udebs (the retrievers are used for loading *udebs*, not for regular packages), but by APT. Probably the difference is that with DVD based installs there simply isn't a "download" phase and thus APT does not provide "download" progress info.
