I doubt this should be in the scope of the installer. As you mentioned, the job was done properly during the initial install. I doubt, by the way, that this initial setting of the resume partition was done by D-I itself. It happened during the installation of the uswsusp package. What you want is probably something that belongs to that one package. It's indeed probably enough to just "dpkg-reconfigure uswsusp".
