When multiple layout entries are in /etc/default/console-setup,
dpkg-reconfigure console-setup refuses to reconfigure the keyboard
("unsupported layout"). Manual editing or removal of
/etc/default/console-setup is required. Switching between the layouts works.

Version 1.50 of keyboard-configration (part of the console-setup suite)
never talks about "unsupported layout". It asks the user whether he/she
likes the current configuration and acts accordingly. No manual editing
is required if the user decides he/she doesn't like the current
configuration. I believe this allows me to close the bug you reported.
If for some reason you don't agree, please say so.
