I can't reproduce this behaviour by reinstallation of the console-setup. The behaviour might be changed after installation of the keyboard-configuration package. I attach the /etc/default/console-setup (screwed by keyboard-configuration) and the keyboard definition file /usr/share/X11/xkb/symbols/sk_tz.
