Dear Rogerio, I moved my xorg.conf out of the way and could configure console-setup without any problems. Thanks for the hint.
In xorg.conf I had the line Option "XkbLayout" "ziegler" where "ziegler" is my own keyboard-layout, situated in /usr/share/X11/xkb/symbols.
