This part is the key information. I had a look, and the problem is that the keyboard-setup init.d script state that it require udev, while the package do not depend on udev. As udev is supposed to be optional, I believe the correct fix is for the keyboard-setup init.d nscript to only have an optional dependency on udev. Thank you for bringing this up.
