Console-setup is supposed (at least its current version) to configure the font and the keyboard. What is not supposed to happen is console-setup to be installed on a headless system. Three methods to fix this: 1. Change console-setup to support headless systems 2. Change localechooser not to apt-install console-setup on headless systems 3.
