I didn't close this bug because I was considering to add a Debconf question asking which package should configure the console (similar to that the user gets with more than one display manager - xdm, wdm, kdm, gdm). But after a second thought I doubt this is worth the effort - console-tools is almost unmaintained and there are still some things that console-setup doesn't do, such as the default state of NumLock, setterm. Moreover the scripts in console-tools and console-data are in bad shape and it will be difficult for their maintainers to do the required changes.
