Because ftp-masters wouldn't allow it :) It is basically a small OpenWRT-based system, and its building process includes bootstrapping a toolchain and building included/downloaded busybox/kernel/etc. -- which makes it a nightmare for QA. Of course, it should be possible to patch the build system to use system toolchain, Debian's kernel sources (I'm not sure kexec is tested by our kernel-team) and Debian's busybox, but this seems to be lots of work, with the resulting patchset needed to be maintained separately. Ubuntu chose to ignore these problems and package kboot as is.
