Unfortunately I don't know enough about Windows/nsis locale mechanisms to answer this question properly. I do note that Asturian is not in the LCID (locale id) lists published by Microsoft: http://msdn.microsoft.com/en-us/library/ms776260(VS.85).aspx IIRC from khmeros.info they had to take over the Catalan locale and use it for Khmer. The Vista custom locale stuff may help there though. And yes, NSIS needs some upgrades to its handling of translation stuff; at the very least Unicode support.
