Bingo, adding

news.warn                       /var/log/news_warn/log

to /etc/rsyslog.conf and reloading rsyslog creates the ugly dir

# ls -la /var/log/news_warn/
total 8
drw-r--r--  2 root root   16 2009-01-07 20:50 .
drwxr-xr-x 21 root root 4096 2009-01-07 20:50 ..
-rw-r-----  1 root adm     0 2009-01-07 20:50 log
