My build system is a minimum potato installation for boot-floppies
building only. It only has base, Important and Standard packages installed.
I do have 'locales' package installed.

I cannot build boot-floppies on a woody system. It complained run
out of space when package root disk. Before that I have to use the
current busybox release to have compilation went through. 

BTW: libpng2-dev is needed for LANGUAGE CHOOSER. make check_depends
did not check it either.
