For the new installer, I think that "/etc/lilo.conf" should be pulled out into a conffile, with the `lilo' package, and configured from there, so that upgrading `lilo' will upgrade that also. This way, for instance, folks upgrading `slink' to `potato' would have had an upgraded `lilo.conf' with the `lba32' switch in it, etc. Yes, I am aware that we may well switch to GRUB.
