We seem to be talking past each other. 

If debconf is used for installation, the debconf database includes *all* 
questions, it doesn't matter if they were for the installer or a package. 

In the message you replied to, I talked about debconf databases can be 
created w/o installing a machine.

And the way I discussed is the *only* way that a debconf database can be
created w/o actually running through an install.
