Literally, there is no access control mechanism, so anyone can use the
control@ interface. As a matter of etiquette, I believe that, along
with the package maintainer, the bug submitter is "allowed" to
manipulate his own bugs -- useful for closing a bug that turns out to
be user error, or redirecting a bug when told it is for the wrong
package, etc.
Others should manipulate bugs only in special circumstances, or with
the permission of the maintainer. See http://www.debian.org/~branden/
