hi,

installed today the debiandoc-sgml package to convert the
Debian Policy to ps and found that the debiandoc2latexps
package depends on latex but latex where not installed...

the following happens after manual installation of latex :

Yes, debiandoc-sgml seems to have the right depends.  I'm closing this
bug.  

Raphael, if you have further info we could reopen this, or you could
open a bug against the package causeing the problem, but it's surely
not a problem in base itself (which doesn't even include
debiandoc-sgml).
