Hi, on armhf and armel both subversion and libsvn-perl are currently not installable due to the ongoing 64-bit time_t transition. It seems however that git builds fine without those, and the build dependencies are just needed for the git-svn selftests. The attached patch drops the build dependencies on armhf and armel, and could of course be reverted once subversion and libsvn-perl are installable again on the affected architectures.
