As an interim step, I suggest talking to the debian.net team, who can provide VMs on a couple of cloud services, sponsored by Debian Project funds. https://wiki.debian.org/Teams/DebianNet Longer-term you could move to cdimage.debian.org, which has good bandwidth and also does torrents.
