I am probably not telling news, but there is a 64bit kernel in
Raspbian. You just have to boot the kernel8.img, it is aarch64.
root@pi:~# uname -a
Linux pi.h5.or.at 4.19.108-v8+ #1298 SMP PREEMPT Fri Mar 6 18:15:51 GMT 2020
+aarch64 GNU/Linux
There is not 64bit userland, though.
