Another wrinkle here is tht I just got asked the debconf question on a QNAP system, which doesn't use a boot.scr and therefore doesn't support overriding the u-boot supplied bootargs. We should probably only ask that question for platforms with boot.scr, or at least not for ones where Bootloader-Sets-Incorrect-Root is false.
