Debian in general does NOT cross compile.
The official debian archive is not cross-compiled and most likely never
will be.
However recently arm's new 64-bit architecture (known by arm and
autotools as aarch64 and by debian as arm64) has turned up on the scene.
Many arm porters (myself included) want to see aarch64 in debian jessie
and the next ubuntu LTS and some of those porters (myself not currently
included) are actively working on that goal. However the only way most
people have of running aarch64 code right now are arm "fast models"
which despite the name are slow as heck making native compiling for
aarch64 currently impractical.
So afaict as a result of the arm64 push there is a big push on to
improve cross-compling support in debian/ubuntu.
