QNAP told me in the meantime that this is controlled via the Eth PHY and the PIC controller; see /home/tbm/src/GPL_TS/src/linux-2.6.33.2-arm/arch/arm/plat-feroceon/mv_drivers_lsp/mv_network/mv_ethernet/mv_eth_tool.c in the QNAP kernel sources.
