Hey, the arm ports has more than 50 users, which is the limit the release team has set. Please see http://release.debian.org/etch_arch_policy.html for details (and, BTW, I consider "needs to have 50 users" a fair requirement for any architecture) - and of course, it has never been a real doubt that arm matches that criteria.
