after a power failure the server comes up normally, but apache2 fails starting 
with:

removing this file helps, but somehow there should be a setting, which allows 
apache2 to come up
by itself.

If you're using a custom config with a different ssl_scache location than
the package's default (/var/run/apache2, see
/etc/apache2/mods-available/ssl.conf), then you should also edit
/etc/init.d/apache2 to remove the correct file(s) in case of unclean
shutdown.  The package handles using the default settings just fine.
