The "/var/lib/apache/mod-bandwidth/ is world writable" bug, mentioned in #257108, cannot be resolved by just documenting that the problem exists. The upstream documentation (http://www.cohprog.com/v3/bandwidth/doc-en.html) now says: Create the needed directories and make sure that they are "read/write/execute" for the user under which Apache run.
