If you get them on i386 or with 64bit applications on amd64 then there
is a problem. Did you generate the right locales? Is that the only
application with this problem?
Anyway, you should probably ask on debian-user or the X maintainer
about this if it is not specific to amd64.

That usualy just means it defaults to no (C) locale.
