This argument only applies to CPUs with a frontside bus (FSB) and a separate memory controller (eg. 32-bit Athlon or P4). On these systems it's desirable to have the FSB and memory running in sync at the same speed. Amd64 cpus don't have a FSB, so this isn't a problem.
