Hello,

i downloaded the:
debian-buster-DI-rc3-amd64-DVD-1.iso from:
ftp://cdimage.debian.org/cdimage/buster_di_rc3/amd64/iso-dvd/debian-buster-DI-rc3-amd64-dvd-1.iso
  after, i writed this file on a USB drive with dd command ussing the
following sintax:
dd if=debian-buster-DI-rc3-amd64-dvd-1.iso of=/dev/sdb
  after wrote it, i connected the USB drive on a USB port of my laptop
and boot this.
  After boot the laptop, i can listen the twice beep's if i use UEFI.
After twice beep's, i press "s" for start speech installation setup
but, the speakup not start speaking and, the installer not be
accesible.
  This problem also ocurs if i use a bios boot (one beep onli). the
speakup don't start speaking too.

  Also, this problem of accessibility was apeared on alfa5 of
installer and rc1. I can't be tested the rc2. But, with the mini.iso
image of Samuel thibault the speakup start's without problems.
  I was reported same problem or bug on the rc1 release.
  These problems was repeated on rc3 release.
