Perhaps something could be done indeed.  In the mbrola case I use
a script which very automatically generates packages, one just
has to provide the voice name, version, language, and locale. One
then just has to send the generated ITP, copy over the ITP bug
number, build, and upload.  I have put the latest version on
http://people.debian.org/~sthibault/mbrola-voice-package-generate

There are quite a few things which are specific to mbrola (finding the
voice file, a test file, package description & licence), but perhaps it
can be made more generic?

One thing I didn't automate is upgrading, because it doesn't happen
often, and is subtle :)
