See debian/patches/texi2html_to_texi2any_migration.patch which we introduced to migrate from texi2html to texi2any. It happens that upstream didn't actually checked for texi2html. But it didn't enable the documentation generation either anyway. So in the end it's really only a matter for Debian. I will bump the version of the dependency to make sure to have texinfo >= 5.2. If backports are desired, it is a matter of not applying the abovementioned patch and putting back the texi2html dependency.
