It doesn't.

First, due to a bug in lightdm, see #760740

After that bug is fixed, xfce4-session indeed starts at-spi-bus-launcher
and at-spi2-registryd, but that's only the server part of the
accessibility stack. orca also needs to have been installed (currently
it is not), and be started.
