Hi,
Given that MATE can install without orca, I thought it was easier if
Orca could ship this. But indeed, we could create a mate-orca sackage.
But does it worth for such little difference? I can help to do it,
anyway if you tell me it's really the best solution. What's the process
to introduce such package (beyond making the package, I mean,
administratively speaking)?

Hi,
In order to make gnome-orca speak the windows titles and the
workspace numbers (cf. reported bug) on MATE desktop, could the
gnome-orca maintainers add to the setting up rules of the package
this command?
ln -s /usr/lib/python3/dist-packages/orca/scripts/apps/metacity/
/usr/lib/python3/dist-packages/orca/scripts/apps/marco
Indeed, Orca only knows Metacity which is named Marco on MATE, but
it's the same thing. So, pointing Marco to Metacity scripts enables
orca to work properly.
Thanks,

I wonder, if this isn't something we should handle inside the MATE
packaging team.
E.g. via a package named mate-orca.
