With a larger install image which includes all the packages needed for a more comprehensive install (whether CD, DVD or otherwise), you incur the bandwidth cost up once front, and then never again (until it's time to update to a new install-image version anyway). If you're only going to do one install, then yes, the netinst image probably makes more sense for a bandwidth-limited environment.
