I did some testing of the daily builds from d-i.debian.org. It appears that the first one that is broken as far as speech is concerned is http://d-i.debian.org/daily-images/amd64/20140209-00:16/netboot/gtk/mini.iso I hope this might help narrow down where the bug was introduced. One thing that I also noticed is that a few of the gtk images before this one failed to build, however, the last successful build before the failed builds did have working speech.
