Some people choose not to install the X window system at all, e.g., for
servers, in which case it wouldn't be appropriate to install X, Gnome and Orca
just because an accessible installation procedure is used. Thus the situation
is complicated by the fact that Debian is installed on everything from mobile
phones to servers.

It isn't in the testing or unstable repositories at the moment due to the
Gnome 3 transition. I have the latest development version packaged and running
locally, and I expect official Debian packages to be available whenever our
very busy Debian developers with numerous other commitments find the time to
make the necessary changes and upload the latest version.

Note that the transition involves a move to AT-SPI 2, a rewrite of the
accessibility infrastructure - it's not just an issue with Orca.
