Try adding the experimental distribution to your /etc/apt/sources.list file
(not as the first entry so it won't be the default), then run
apt-get update
apt-get install gnome/experimental

You may need to upgrade to "unstable" (i.e., Sid,) first. If so, it's a case
of adding "unstable" to /etc/apt/sources.list and running
apt-get update && apt-get dist-upgrade

Others who have done this will, I expect, have better advice to offer, but I
think this is the basic procedure. At the moment, full Gnome 2.16 is only in
"experimental".
