Neither, nor (see the other mail): it first creates a skeleton and then uses the Kconfig dependencies and default values to fill in the blanks. >(I'd check but I can't find debs to download...) http://snapshot.debian.org/package/linux/ (3.2.10 and up) and, even earlier, http://snapshot.debian.org/package/linux-2.6 (2.6.12-3.4.1), contains almost all kernel binaries ever uploaded to the archives.
