The atari and mac serial port code in head.S seems to have a lot in 
common. It was probably cut and pasted.

However, I've only fixed the bugs in the mac code. This code should really 
be common code, up to and including the support for CONFIG_EARLY_CONSOLE 
(in my opinion).

For atari, I lack the hardware, knowledge and tech references (e.g. SCC 
PCLK frequency) so I didn't tackle this issue.
