That's just what they want you to think ;)
All it takes are a few very trivial resedit hacks and 8.1 will run just fine on a 68030, especially the faster ones like the IIfx. It's quite doable even with the slower ones, but not quite as nice. All 8.1 really needs is a 32 bit clean 68030. That's why it'll run on an SE-30 with the IIfx or IIsi ROM swapped in.
Presumably Linux could too, though it may depend on support for the bits of the SE-30.
