1 Overview ══════════
After last team meeting, where an additional 300K ZAR (about USD20k)
was allocated to bursaries, I promised to take a second look at
accomodation costs, to see if the 700K ZAR I previously calculated was
a gross overestimate. My revised calculations are around 670K ZAR,
which given the number of estimates here, is pretty close.
2 Notes

• Approval rate is based on last year for accomodation and food, but
more of an educated-guess/goal for travel. Last year the approval
rate was higher, but the size of the requests was smaller.
• The unit cost for travel approvals is the median of requests for
this year.
• Unit costs for food and acommodation are ZAR300 (each) per
day/night.
• Average request during debconf is 8.3 nights; this may be because
people were just generous filling in dates.
• Average request during DebCamp is 7 nights; this is considering July
1 as an arrival day. Moving that just moves costs from DebConf to
DebCamp.
• the complicated bit is the assumption about people who request both
travel sponsorship and accomodation, and report that they will be
unable to attend debconf without the travel sponsorship.
• The "Need" column records the fraction of applicants in a given
category who reported this highest level of financial need.
• Those applicants who cannot attend without travel funding are
approved at the same rate for accomodation as for travel, while
the remaining applicants are approved at historical rates. The
formula for column 5 (the number of approved people) is thus
$5 = @2$3*$4*$2+(1-$4)*$3*$2
