(answering both "How so?")

I'm on the global part of the -team, so I see a lot of work done every year,
which is not very linked to local stuffs (talks, registration, visa,
bursaries, schedule, video, admin, rooms, etc., and a lot of micro-tasks),
and this is done by many global people. What we should tell them (and me)?
"We don't need you this year, but be ready for next year (but maybe we will
not need you)"

Do you think that 18 months before DC you can really sort who will do stuffs
after 12 months?

And local people need advice on how many decision was token by previous
members. "Could you tell me how to calculate t-shirt number and size, meal
number per diet, how many people will cancel registration or register late,
etc., and than go away, we will do the calculation and decision ourself"

PS: and I'm not so proud of DC15 team, I see only few people active. No
local people taking experiences in visa, registration, etc, which really
help planing communication to attendees.

Probably I misunderstood your proposal. I need to think better (and possibly
to discuss with you) what is fix ("forever"), what could/should be changed
every year (structure/delegation) and what is free of constraint.
